About NZ EMAT

The New Zealand Emergency Management Assistance Team is a deployable capability within the emergency management system. EMAT was established in response to recommendations to create a 'fly-in team' to enhance responses to natural disasters and other emergencies.

EMAT's purpose is to provide specialist capability enhancement to assist and support affected regions and their Incident Management Teams to manage an emergency. EMAT helps ensure that New Zealanders receive a consistent level of support in any emergency, wherever and whenever it happens.

EMAT consists of 46 specialist Emergency Managers with a mix of attributes, skills and experience to go wherever required, without delay, to work with and support local, regional or national teams as they manage emergencies. EMAT members are able to operate fully self-sufficiently for the duration of their deployment.

Deployment of the EMAT or Deployable Coordination Centre is made by the NEMA Duty Manager (MAR), NEMA National Coordination Centre (NCC) Controller or National Crisis Management Centre (NCMC) National Controller, depending on the level of NEMA activation.

CDEM Group requests for deployment is via the Regional Emergency Management Advisor (REMA), before a formal request for deployment is provided to the MAR.

Other Lead Agencies can request deployment directly to the MAR.

The deployment occurs in three parts:

An EMAT Deployment Request Form A is completed outlining as much information as is known. If email is not available each field can be relayed by voice.
The MAR or Controller will agree or decline the deployment, including modifying requested elements, based on available resources and other competing requests.
An EMAT Deployment Order confirming the capability being deployed will be provided back to the requesting agency, EMAT Cadre and Fire and Emergency New Zealand, in order to coordinate the response.
